Ohio Economic Development Transfer
The Ohio Department of Commerce issues liquor permits, capping the total and number per certain geographies. The Ohio General Assembly developed the Economic Development Transfer (“TREX”) for liquor permits to try to help those areas of the state with an over-issuance of permits by TREX transferring them to another area of the state if certain criteria are met.
TREX is an option for applicants applying for a permit subject to quota; this includes C-1, C-2, D-1, D-2, D-3, or D-5 (the most common requests DCED receives regard D-1, D-2, and D-3 permits, which pertain to the sale of hard liquor, beer, and wine for on-premise or off-premise consumption).

Goal​
The State of Ohio limits certain permits to a quote (e.g. D-5 is restricted to one permit for every 2,000 residents). The City of Cincinnati may want to encourage business investment beyond this cap in certain circumstances and the Department of Community and Economic Development ("DCED") can help do so through the TREX process. This can help new or existing businesses seeking to operate in the City of Cincinnati with obtaining a certain type of permit they need, despite the limitation of permits available.

Overview of Process
Interested businesses may submit the TREX application found at the link below in an email to the DCED program manager. DCED staff review the application to determine whether the transfer will result in economic benefit through job creation and new business development to a neighborhood or Cincinnati as a whole. If so, the application is approved and sent to the Law Department for their consideration. It is then passed to the City Manager for final approval.
