Community Housing Development Organizations

Community Housing Development Organizations (“CHDOs”) are private, nonprofit, community-based housing development organizations that are organized under State or local law to develop affordable housing in the communities they serve.

Several local non-profit housing development organizations have been designated as CHDO’s due to their organizational composition/mission, affordable housing development activities and work with HOME Investment Partnership (“HOME”) provided by the City of Cincinnati from the United States Department of Housing and Urban Development (“HUD”).

Background

​

The City of Cincinnati receives a yearly allocation of HOME funds from HUD.  15% of those funds must be "set-aside" to be awarded to CHDOs to develop housing. Additionally, HUD allows that up to 5% of the federal HOME allocation may be used in operating support for CHDOs. These funds may be used to cover staff time, rent charges, and any other operating costs of the certified CHDOs.

Overview of Process​

​

When considering an organization for HOME CHDO funding, the City may evaluate the organization for certification as a CHDO through a formal application process.
