Access to Capital Program
The Cincinnati Development Fund Access to Capital ("ATC") Program supports emerging developers and contractors without access to traditional sources of capital, including but not limited to, minority- and women-owned businesses and nonprofit organizations like community development corporations.
ATC fills gaps frequently experienced by traditionally underserved developers and contractors by providing a) financial capital - secured or unsecured, flexible, and competitively priced lines of credit not provided by traditional lenders, b) relational capital - connecting developers and contractors to a valuable network within the development ecosystem, and c) technical capital - assistance and knowledge to help strengthen development plans and support small businesses.

ATC can offer a Facility Line of Credit Loan up to $500,000 for capital projects, including acquisition (requires security), renovation, rehabilitation, maintenance, improvements, leasehold improvements, and refinancing to expand programming. ATC can also offer an Equipment and Vehicle Line of Credit Loan up to $100,000 for capitalized equipment purchases such as computer hardware and software, furnishings, and service-oriented vehicles.

CDF is the service provider, and the Department of Community and Economic Development ("DCED") serves in a support role for the program, helping CDF review and approve loans.

Goal​
Cincinnati has a housing supply shortage; matched with increased demand, this leads to rising housing costs and a deficit of affordable housing options for residents. Additionally, smaller and minority developers have a harder time accessing traditional financing. In recognition of this, ATC provides high-quality financing to up-and-coming developers who would otherwise face barriers to successful projects. This activates and encourages proactive and targeted housing development, supporting a diversity of high-quality housing options for a variety of income levels.
