DCED Leads Downtown Retail Action Plan

The City, led by the efforts of the Department of Community and Economic Development (DCED), is releasing the results of a year-long strategic effort focused on retail businesses in the Central Business District (CBD).
 
The Retail Action Plan aims to facilitate and hasten the development of a critical mass of retail businesses in the CBD that will result in a more sustainable downtown core. Working with strategic partners and key stakeholders, our collaborative approach leveraged their expertise in crafting the Action Plan and will continue to do so through its implementation.
 
The Plan responds to changing national and local trends impacting the retail market. It takes an action-oriented approach toward understanding and engaging with existing CBD retailers and offers a fresh perspective on attracting and building new retail establishments.
 
The four key components of implementing the Action Plan include:
 
1. Build Accessible Data: Create enhanced levels of data to provide context about market opportunities in the CBD.
2. Invest in Place: Leverage the downtown environment and infrastructure as a critical piece of a vibrant retail environment.
3. Get Smart on Retail: Create innovative programmatic solutions that can influence market forces the CBD retail market.
4. Unify the Message: Collaborate with stakeholders to market the CBD retail opportunity and build relationships with industry leaders.
 
This Retail Action Plan will be followed by focus from DCED on Residential, Office, Parking, and Mixed-Use development types. Taken together, these sectors will encompass a complete downtown strategy. In the coming year, DCED will delve further into implementation of the Retail Action Plan, working hand-in-hand with other City Departments and key stakeholders in the public, private, and non-profit sectors.
 
The funding necessary to implement this Downtown Retail Action Plan is included in the City Manager’s Recommended FY 2017 Budget Update.
