Strategic Partnerships Advancing Redevelopment in Communities
The primary objective of the SPARC program is to leverage available resources and development experience of City Staff and the CDC Association to improve the development capacity and processes of the Participating Neighborhood Organization (PNO). 
In 2017, the Department of Community and Economic Development (DCED) will enter into its second year of administering the neighborhood-centric program known as SPARC, which provides technical assistance to qualified and eligible neighborhood organizations, including but not limited to Community Councils, Community Development Corporations (CDCs) and Community Housing Development Organizations (CHDOs). This year, DCED will partner with the CDC Association of Greater Cincinnati to administer SPARC.

The primary objective of the SPARC program is to leverage available resources and development experience of City Staff and the CDC Association to improve the development capacity and processes of the Participating Neighborhood Organization (PNO). Together, DCED, the CDC Association and the PNO will be the spark that ignites a neighborhood to achieve transformative development.

Program

Through the SPARC program, DCED will provide the Participating Neighborhood Organization (PNO) with a team of staff members to utilize for technical assistance and development consulting. The SPARC team will consist of a Senior Development Analyst and two Development Analysts from DCED. Once the PNO is selected, the program will follow a 12 month, 3 phase schedule as follows:
1.       Phase I: Exploration and Inventory (March & April)
2.       Phase II: Capacity Building (May - December)
3.       Phase III: Transition (January - February)
Working with the CDC Association and the PNO to build capacity, DCED believes this will allow neighborhoods to more efficiently approach development and facilitate investment.

Next Steps & Application Process

Together, DCED and the CDC Association will coordinate an application and selection process to determine which community development organization will serve as the PNO.

·         Application Review & Applicant Interviews: February 21st – March 2nd
·         SPARC awardee(s) announced – March 3rd
